New Hampshire Association of Fire Chiefs

January 10, 2008 - Wentworth by the Sea Hotel, New Castle, NH

Called to order at 19:38 by President Mason.

Following a salute to the flag, and a moment of silence, a quorum call was taken, keeping Zip Foss of Wolfeboro in our thoughts.

Welcome by Inspector Carl Roediger of the Portsmouth Fire Department who indicted that Chief LeClaire (Portsmouth) and the New Castle Chief were unable to attend.

Advocate Members present were recognized.

Minutes of previous meeting. MOTION (Achilles/Krause) to accept as printed.

Communications:

  • Deputy Chief Carrier read a thank you letter from Crotched Mountain thanking the association for the donation and the support work the organization does for the Christmas Pageant.

Deputy Chief Marty Carrier presented the financial report. A MOTION (Christopoulos/ Farley) to accept as printed carried unanimously.

Director Mason reported on:

  • Two Life Memberships issued to Chief Joe Kane (Manchester) and Deputy Chief Gary Rogers (Hudson)
  • Proposed Strategic Plan was distributed for review.
  • New Member Brochure was distributed for viewing and will be sent to current non-member departments.
  • By-Law Committee will have changes available to be voted on for the April Meeting.
  • Chief Frank Fraitzl has been appointed as the Fire Chief of a volunteer fire department for the Fire Standards and Training Commission. 
  • Next Commission Meeting February 5, 2008 @ 2 pm.
  • Director Mason indicated that the March Meeting would be held in Bedford at the Manchester Country Club on March 13, 2008. He indicated that the Month of March is very important for Legislative Issues that need to be discussed with the membership.
  • Director Mason indicated he wants to initiate the Audit Committee with some new members.
  • Director Mason introduced Fire Chief Jack Parow of Chelmsford, MA Fire Department who is running for 2nd V.P. of the IAFC. Jack gave a short Bio on himself and stated his platform.

A motion was made and seconded (Murray/O’Keefe) for the NHAFC to indorse Chief Parow for 2nd V.P. of the IAFC. Vote passed unanimously.

Chief Murray, for the Legislative Committee, reported that there might be help needed from the membership to support certain legislative bills in the upcoming session. Members to do not need to speak but being able to sign in on support of certain bills and being present on short notice would be helpful.

Chief Murray spoke on several bills the Legislative Committee is monitoring.

  • HB 842 Establishing safety requirements and procedures for Firefighters (Went to Interim Study)

  • HB 1583 Requiring the bureau of emergency communications to develop and maintain a statewide emergency notification system. (in committee) Deals with Statewide Reverse 911

  • HB 1459 Relative to modular building standards and fees. (in committee)

  • HB316  Expanding PSOB to EMT’S ( in committee) Association Supports Bill

  • HB1594 Relative to hazardous material reporting requirements and establishing fees for hazardous materials facilities and employees (in committee)

  • HB1136 Relative to AED’S (in committee) Seeking language change.

  • HB1573 Relative to hazardous and dilapidated buildings (in committee)

  • HB 1201 Allowing communities to conduct point of dispensing (in committee)

Director Richard Mason, for Fire Standards, Training and EMS spoke on:

  • C2F2 Changes being made by concerns brought forth by Fire Chiefs.

  • Reported on students lined up for enrollment in to the next Recruit Class.

Assistant Chief Steve Achilles reported on the EMS Trauma Board Meeting on the implementation of a there Strategic Plan

Chief DeSilva will be stepping down from the EMS Trauma Medical Review Board and we will be seeking a replacement.

Director Mason reported on problems and issues that departments are experiencing with the use of emergency lights and amber warning lights.

Fire Marshal William Degnan reported on:

  • The Littleton warehouse fire and indicted that the fire sprinklers system was shut off.

  • Licensed 1,100 gas fitters so far under new law.

  • Some fires have still been reported from cigarettes. If anyone experiences a cigarette caused fire contact the Fire Marshals Office and they will assist you in determining fire safe cigarettes from conventional type.  There is still a large supply of slower moving brands still in existence.

  • There have been over 1,100 types of cigarettes certified to date.

  • Marshal Degnan indicated he was up for reappoint in March and would appreciate any support.

Chief Carrier NE Division reported:

  • February 20, 2008   Training in Springfield MA. On the ISO Program and Near Miss Reporting.

Bob Duval of NFPA reported:

  • On a new report out from the NFPA Research Foundation on Respiratory Exposure Study for Firefighters and Other Emergency Responders. The intent of this document is to assist the fire service and other responders of when to use and when to discontinue the use of SCBA.

Unfinished Business: Nothing to report.

New Business:

  • Strategic Plan was distributed for discussion and acceptance.

  • One amendment (Bliss/Carrier) to add the following

The NHAFC will promote awareness of residential sprinkler systems by the distribution of informational material from the Home Fire Sprinkler Coalition to its members and to the home contractor community. Motion passed unanimously.

  • A motion was made and seconded (Preece/Carrier) to accept the New Strategic Plan with the amendment. Motion passed unanimously.

Chief Morill extended condolences and funeral information on Zip Foss who was an active and past president of the NHAFC.

A motion to adjourn as made and seconded at 20:15 hours.
