Minutes of a Meeting of the
New Hampshire Association of Fire Chiefs
January 13 , 2005 - 1686 House, Kingston, NH
The meeting was called to order by President Hurley at 1941 hours.
Following a salute to the flag and a moment of silence, a quorum call was taken.
Welcoming everyone was the Host, Chief Norm Hurley, who thanked all for coming and introduced Rep. David Welch, who has served 11 terms on the Criminal Justice and Public Affairs Committee. Chief Hurley thanked him for all of his help over the years.
Advocate Members in attendance: William "Skip" Sullivan.
Chief Lemire read the correspondence, which included a letter of thanks for the Christmas Party from Crotched Mt. Rehabilitation Center. Chief Thibeault was in attendance and thanked for all of his work over the years for the event.
Chief Hurley noted that the minutes of the previous meetings were printed and available at the entrance. A MOTION (Mason/Harbour) to accept them as printed carried unanimously.
Deputy Chief Martin Carrier read the monthly financial report. A MOTION (Lambert/O'Keefe) to accept the report carried unanimously.
Applications for Membership: Chief Lemire read three applications for first reading and two for second. A MOTION (Mason/Thibeault) to accept the applications of Deputy Chief Robert Vezina of Concord, and Deputy Chief Michael Currier of Merrimack, carried unanimously. The association welcomes its newest members!
Chief Hurley reported on the following:
- The Association's assistance provided to Chief Greenleaf of Newington in dealing with their firefighter fatality.
- His meetings with the NH Police Chiefs Association; various legislators; Governor Lynch; House Speaker Scamman and the PFFNH. He will be meeting with the NH State Firemens' Association reps next week.
Chief Pope for the Legislative Committee, reported on the following:
- The dozen or so issues they are dealing with.
- The success of working with our lobbyist (Doug Patch).
He also thanked Chief Perry Plummer for his efforts.
Chief O'Keefe reported that the February meeting would be in Durham and that Chief Plummer would be presenting a seminar on line of duty deaths.
Fire Academy Director Richard Mason reported on the following:
- The Association's breakfast with legislators will be deferred to mid April.
- Election of David Duquette as Chairman of the FST and Chief Stephen Carrier as Vice Chair.
- The various programs starting up under FST auspices.
- Nominations for Committee of Merit - being accepted now for 2004 actions.
- TEMSIS - EMS reporting system - benefits and uses.
He also noted that it was Deputy Martin Carrier's birthday! Marty was given a resounding greeting.
State Fire Marshal William Degnan reported on the following:
- Another arrest due soon in the Berlin fires.
- There were 16 fatalities during 2004
- Murder charges filed for the Claremont fire.
- The HazMat rates had finally been passed.
- NFIRS issues.
- Fire Safety Education Trailer received a week ago.
- February 16 workshop on the self-extinguishing cigarette.
- Burn injury reporting statute.
Peter DeNutte, for the Emergency Management Bureau, reported on the following:
- Pilot program on diversion.
- Grant from the Public Safety Association of America to map for cell calls.
- 10 trailers (1 each county) for all hazard events.
It was noted that Brad Simpkins is the new Chief of the Forest Protection Division, replacing Bud Nelson.
