Minutes of a Meeting of the
New Hampshire Association of Fire Chiefs

February 9, 2006 - Dover, NH

The meeting was called to order by President Carrier at 1853 hours.

Following a salute to the flag and a moment of silence, a quorum call was taken.

Welcoming everyone was the Host, Chief Perry Plummer, who thanked all for coming. He also introduced a short video on home sprinklers.

Advocate Members in attendance: William "Skip" Sullivan of AMFIRE and John Merrill of IPC.

Several guests were introduced.

Chief Carrier noted that the minutes of the previous meetings were printed and available at the entrance. A MOTION (Christopoulos/Landry) to accept them as printed carried unanimously.

Deputy Chief Martin Carrier read the monthly financial report. A MOTION (Christopoulos/Mason) to accept the report carried unanimously.

Applications for Membership: Chief Lemire read two applications for second reading. A MOTION (DeSilva/Fraitzl) to accept the applications of Deputy Chief Ken Lockwood of Lakes Region Fire Mutual Aid and Capt. John Brewer of Hudson, carried unanimously. The association welcomes its newest members!

Chief Carrier reported on the following:

•  Legislative issues being worked on.

•  The report of activities in Goffstown submitted by Chief Carpentino.

•  Miscellaneous vacancies on committees.

Chief Plummer for the Legislative Committee, reported on the status of the Fire Safe Cigarette bill (passed the House/going to Senate) and also announced that on the 15 th of February, the PFFNH and NHAFC would meet to reach accord on the firefighters' benefit bill.

Chief Carrier, for the Professional Development Committee, thanked Chief Plummer for the seminar during the afternoon. He also deferred to Director Mason, who stated that at the April meeting, the Civil Support Team will be on display from 1430 to 1630 and the Advocate Member booths would be open from 1630 in the dorm classrooms, with dinner following.

Director Mason, for Fire Training and EMS reported on:

•  Bi-annual CPAT testing is being worked on.

•  HB 303 - housekeeping bill for FST - cleared up wording.

•  April Recruit School.

•  Fire Act Grant workshops.

Bureau Chief Prentiss, for EMS, reported on:

•  Bird flu planning sessions starting.

•  TEMSIS - +50% online reporting.

Chief Williams, for the Commission, reported on efforts establishing a Hiring Practices Committee.

Fire Marshal William Degnan reported on the following:

•  Who's who as far as Fire Protection Engineers in NH and passed out list.

•  Hearing on HB1711 on the licensing of gas fitters (Amelia's Law).

•  Status of fireworks bills.

•  Vacancies in their office and their efforts to fill them.

Forest Protection Chief Brad Simpkins reported on:

•  Dates and locations of training sessions.

•  Forest crews deployed.

•  Grants

•  New ranger.

Chief John DeSilva, for the Trauma Medical Review Committee, reported on:

•  Recent center approvals.

•  Training sessions upcoming.

Chief Carrier gave an in-depth report on the Goffstown situation.

Under New Business, Chief Thibeault asked to discuss NFPA 1981, which would require standard air cylinders and the thoughts of the group.

Deputy Martin Carrier reported that the Budget Committee (Steve Carrier, Chris LeClaire and himself) would be meeting shortly.

Chief Plummer reported that a group would be attending the Congressional Fire Service Caucus Dinner in Washington April 6 and that he would give a report.

A MOTION (Morrill/Plummer) to appropriated $500 for the purchase of a brick at the NH Firefighters' Memorial carried unanimously. It was noted that volunteers would be building the memorial on August 26 and 27 of this year.

Following the raffle, a motion to adjourn carried unanimously at 2000 hours.
