Minutes of a Meeting of the
New Hampshire Association of Fire Chiefs

August 10 , 2006 - Tilton, NH

The meeting was called to order by President LeClaire at 1912 hours.

Following a salute to the flag and a moment of silence, a quorum was declared.

Chief Stephen Carrier welcomed the members and guests to Tilton and introduced members of his department.

Advocate member Skip Sullivan was recognized.

Chief LeClaire introduced Chief Chris Pope as the new Homeland Security Director for the State of New Hampshire. He thanked everyone for their support and invited all members to the swearing in on Tuesday, August 15. He indicated that he was ready to go to work and intended to give the position his best efforts.

The minutes of the July meeting were printed and available. A MOTION (Mason/Christopoulos) to accept them as printed carried unanimously.

Treasurer Martin Carrier presented the financial report for July. A MOTION (Clarenbach/Farley) to accept his report, carried unanimously.

Chief LeClaire reported that:

  • The contract for the lobbyist has been renewed.
  • The contract for services from the Local Government Center has been renewed.
  • The Legislative Committee has new membership and he listed the names.
  • The HazMat funding committee meeting was poorly attended and has been rescheduled. Chief LeClaire has been invited to sit on the rules committee for Homeland Security grants.
  • The grants this year will be risked based.

Chief Carrier, for the Professional Development Committee deferred to Director Mason, who informed the group that the September meeting will feature a session on CDL licensing for firefighters. The plan is for the session to last approximately two hours.

He also reported on the following:

  • Academy Awards nominees (November).
  • Fire Service Award of Excellence nominees.
  • Firefighter Memorial. Preliminary work has been done. Final construction will take place during a volunteer weekend August 25 through 27.
  • Dedication will be Sunday, September 10 at 1100 hours.
  • C2F2 program starts next Monday.

Deputy John Raymond of the State Fire Marshal’s Office reported that:

  • Marshal Degnan at National Association of State Fire Marshal’s meeting in Washington.
  • ICC will be meeting in Syracuse, NY, one of the subjects will be the height and area limitation requirements.
  • Fires in Alton, New Durham, & Wolfeboro are being investigated.
  • Progress in North Country fires investigations.

Chief Doug Aiken, for the Bureau of Emergency Communications, reported no changes since last meeting.

Deputy Martin Carried, for the NVFC, reported that HB 6027 has finally been introduced, allowing for qualified financial programs for firefighters, and described the provisions.

Chief Allen, for the NEDIAFC, reported on suggested arrangements for the conference in Dallas. The NE Division breakfast has been changed to a luncheon. The Hilton Anatole is the headquarters for the division. Reminder for everyone to visit the vendors while you’re there.

Chief Tobine (Campton) reported that the meeting will be at the Owl’s Nest Country Club on September 7.

Chief LeClaire reported on an issue that has surfaced on the portable radios and chargers being distributed by Emergency Management. Chargers being received with portables are 110 volt only and will not work on 12V for vehicles without modification.

He also reported that the Directors have expressed a desire to reinstate the name badges and the fines for not wearing one at a meeting.

Following the raffle, the meeting was adjourned at 2002 hours.
