Following a salute to the flag, and a moment of silence, a quorum call was taken.
Welcome by Interim Chief Scott Taylor of Sanbornton.
There were no Advocate Members present.
Minutes of previous meeting. MOTION (Mason/Allen) to accept as printed.
Deputy Chief Martin Carrier presented the financial report. A MOTION (Christopoulos/Farley) to accept it carried unanimously.
Applications: There was one application in first reading and none in 2 nd reading.
Chief LeClaire stated that he had attended the IAFC Strategic Planning Session in Virginia.
Chief Murray, for the Legislative Committee, reported on their meeting last Wednesday. They talked about the change in the make-up of the Legislature after the election and the prospects for new members to work with. He also spoke of the DES intent to file legislation to regulate private water systems, asking for our support, and described the efforts to reform the upholstery rules. They also intend to look at the “Fire Chief’s law” (RSA 154) relative to the protection of the local fire chiefs, to mirror the Police Chiefs’ one, and also the establishment of a firefighters’ recognition day in New Hampshire. He also spoke of the meeting held with the PFFNH and NH State Firemen’s Association on a proposal for a death benefit for all firefighters. The meeting ended with no agreement but an intention to pursue another avenue by the agreeing parties. Several other issues of importance were delineated for action this coming session. A MOTION (Burr/Lockwood) to move forward with coalition of the PFFNH and the NH Police Association, to pursue a public safety officers’ death benefit of $125,000, carried unanimously. Also, MOTIONS (Christopoulos/Klauber) to pursue changing the language of RSA 155 A: 10 to accommodate fire chief positions and also to clarify RSA 154 for protection of the Fire Chiefs, carried unanimously.
Deputy Carrier spoke of the intent of the NVFC propose new LOSAP language at the Federal level and will be pursuing support when the bill is drafted.
Chief Carrier, for the Professional Development Committee, spoke of the upcoming seminar with Harry Carter. He also stated that he and Chief DeSilva will be meeting with
Director Richard Mason, for Fire Standards, Training and EMS spoke on:
- Several retirements and staff changes in his divisions.
- The Hundred Club of NH and their efforts in helping deceased public safety officers’ families.
Deputy Fire Marshal Robert Farley reported on:
- Steady activity in the office.
- Visitors from Great Britain who were evaluating our Risk Watch© programs.
- Updating of rules by Heating Technician Advisory Committee. They are almost done with those for “Amelia’s Law”.
- Finalizing the transition to NFIRS 5.0.
Deputy Carrier reported on the NVFC meeting and the efforts that will be undertaken to support legislation at the federal level. He also stated that he had suggested supporting height and area restrictions clarification.
Under Good and Welfare, Director Bliss stated that former Durham Chief Robert Wood has taken the fire chief’s position in Center Harbor. He also stated that Director Bruce Cheney has undergone more surgery and is on the mend.
December 14 is the Crotched Mountain Christmas Party.
