School Risk Management and Safety Training
At New Hampshire Local Government Center (LGC), we are dedicated to serving as a skills educator and trainer for member groups. Following is an overview of LGC’s risk management services and programs specifically developed for schools plus additional school resources for your assistance.
Joint Loss Management Committee Resources
Establishing a Joint Loss Management Committee (JLMC)—a requirement of the New Hampshire Department of Labor (DoL)—is the vehicle to formally addressing health and safety issues in your schools. Complying with Lab 600 and 1400 should be your first step in developing a sound, risk management program for your district. Your LGC School Risk Management Representative can provide assistance with establishing a JLMC, setting agendas and conducting effective meetings while complying with New Hampshire DoL rules. Visit our Risk Management Services and Programs Web section for descriptions of specific trainings provide that compliance.
The following New Hampshire DoL links can provide guidance for establishing and sustaining your JLMC:

Facility Management and Healthy School Environment Resources
A healthy school environment should be the focus of any health, safety or wellness initiative. Studies prove that the better an indoor school environment is, the better student test scores will be. Better indoor environments also allow for healthier, more effective cleaning and can save on operating costs while providing more of the budget for education. Start things off right with a facility evaluation and staff presentation by your LGC School Risk Management Representative that focuses on environmental factors which contribute to a poor indoor environment and how to change the culture in your buildings.
The resource links below connect to the New Hampshire Department of Education (DOE) Building Aid Department plus two free programs from the U.S. Environmental Protection Agency (EPA) and the Healthy Schools Pilot Program. Both your LGC School Risk Management Representative and the DOE can assist you with implementing of these programs, which have proven track records of success in schools throughout the country.

School Safety and Security Resources
The Safe School Initiative is a best practice and good place to start when developing or reviewing your district’s School Emergency Management Plans. It provides balance in emergency planning and violence prevention, which is the most prudent risk management strategy for today’s schools. Your LGC School Risk Management Representative can provide copies of the Safe School Initiative for your planning team and assist you with organizing for success. The linked resources below provide online access to publications associated with the Safe School Initiative as well as the New Hampshire Department of Emergency Management’s School Emergency Planning Web site:

Playground Safety and Supervision Resources
Each year, more than 200,000 children get injured on public playground equipment. These injuries amount to some $1.2 billion in annual costs. Your LGC School Risk Management Representative and Certified Playground Safety Inspector can work with you to inspect your playgrounds and provide supervision training to staff responsible for the safety of the students on the playground. The following resource links can help you determine if your playground equipment is safe.

Special Education Resources
In response to rising claims related to interaction with children acting out in the school environment, LGC provides a registration reimbursement program which allows each SAU to send one person from its district to a ‘train the trainer’ Crisis Prevention and Intervention (CPI) or equivalent training. The program can help your district have a person available to provide non-violent CPI training to paraprofessionals and other support staff who may be in situations where interaction with students becomes an issue. Use the link below to download our CPI training registration reimbursement form.
