NEW HAMPSHIRE MUNICIPAL MANAGERS ASSOCIATION
MEETING MINUTES
Present: James Pitts, Julia Griffin, Sue Desruisseaux, John Scruton, , Richard Bates, Carol Granfield Absent: Jessie Levine
Discussed subsidizing ICMA membership for those NHMMA members eligible for ICMA in communities under 5,000 population. Goal of 90% of 32 who may be eligible. The number needs further investigation by Pam and Carol. Pam also talked about increasing NHMMA membership and participation levels after she leaves the ICMA Board.
Julia moved, Rick seconded to support the ICMA. Passed 6-0.
Discussed Meredith 9 week internship program for 11 students from Whittenburg University in Ohio. Housing costs $1100 per student. Carol asked for support for one student.
Discussed need for project to simplify the charter process for SB2 communities which wanted another alternative.
Julia moved, Sue seconded to support the $1,100. Passed 5-1.
Julia indicated the summer program will be at either the Attitash or White Mountain Hotel (Bartlett and No. Conway). Mark Levin will be the speaker Friday morning with a 3.5 hour class. Consensus for ½ day class on Thursday and Cracker Barrel Wednesday.
March program will be legislative update by Maura Carroll. The Governor will be invited for a discussion (not a speech) for the April or May meeting. At a different meeting the Killington Manager will be invited for a few minutes of discussion. Neither is to be a press event. Prof. Ross Kittel, UNH Economist, will be invited. There appeared no interest in a recycling program.
There was discussion of the need for some kind of uniformity in the assessment of telephone company use of the right of way.
At the meeting of the entire membership:
Carol moved, Russ Marcoux seconded to participate in the pilot program by subsidizing 25% of the subsidized rate for up to four years for those who meet ICMA criteria and are from communities under 5,000 in population.
Cost was estimated to cost less than $5,000 for four years.
Carol moved, John Bohenko seconded to add an amendment that it was not to exceed $5,000 for the four years. Amendment passed.
Main motion as amended passed.
Carol brought up the subsidy of interns in Meredith from Whittenburg University and asked for $1,100 subsidy for housing one intern.
James Barrington moved, Julia seconded to fund the housing for one intern in the amount of $1,100.
Motion passed.
