EXECUTIVE BOARD MEETING
November 19, 2009
2:45 p.m. @ LGC Conference, Radisson Hotel
Call to Order – Jessie Levine called meeting to order and introductions of members attending completed
Financial Report – Russ Dean provided financial report (see 2009 Financial Statement).
- Motion made by John Scruton, seconded by Steve Fournier to accept report. Adopted unanimous.
Report of Nominating Committee/Election Officers – Jessie Levine advised that Nominating Committee was recommending Carlos Baía, Concord Assistant City Manager to serve as Member at Large with current Executive Board members rotating into next position and John Scruton leaving board as outgoing Immediate Past President
- Motion made by Dave Caron, seconded by Julia Griffin to accept nominations and elect NHMMA Executive Board members. Adopted unanimous.
Recognize Outgoing President – Newly appointed NHMMA President Steve Fournier recognized and thanked Jessie Levine for her service to NHMMA and membership over the past year.
Approval of Minutes – Steve Fournier asked for motion to approve minutes.
- Motion made by Jessie Levine, seconded by Barry Brenner to approve minutes of 2008 Annual Meeting. Adopted unanimous.
New Business – Steve Fournier opened discussion of new business.
Steve Fournier advised of upcoming conference call with Community Development Finance Authority to discuss availability of low interest loans for energy improvement programs being undertaken by municipalities.
Steve Fournier advised of upcoming ICMA University Civic Engagement course to be held December 4th at Portsmouth Public Library. Course is being held jointly with Maine association.
Steve Fournier advised of upcoming NHMMA January meeting to be held on January 15th. Carl Weber from Primex is scheduled to be presenter.
Jill Collins advised of survey recently completed to determine interest in where to hold upcoming 2010 NHMMA Annual conference. Lakes Region and Seacoast were leading contenders. Working with LGC staff to secure pricing and availability of lodging and conference sites.
Steve Fournier advised of Executive Board recommending increase in monthly meeting meal fee from $11 to $15 in order to cover actual cost and to increase annual dues from $75 to $100 to help address requests for ICMA Conference funds, support for more education programming and funds needed to continue fellowship program.
- Motion made by Jessie Levine, seconded by Donna Nashwatay to approve dues for 2010. Adopted unanimous.
Barbara Reid provided update concerning SB108 and spiking issue. Members of legislative study committee are looking into the NHRS spiking issue. Study committee members have been meeting with managers and have indicated desire to conduct a survey. Barbara Reid hopes to have opportunity to review survey and assist study committee with conducting survey.
Carlos Baía provided update regarding the fellowship program with UNH. Fellows were placed in Bedford and Dover. Both were excellent participants and are highly recommended for anyone seeking municipal management candidates.
Russ Marcoux advised of positive results realized in municipal manager’s efforts to advocate for restoration of funding for transportation projects by GACIT. Russ also advises of upcoming Assessing Standards Board meeting and need to address proposed rules that appear to interfere with manager’s roles in supervising local assessing officials.
Russ Dean advised and wished to thank Bill Herman for his efforts in assembling a COLA survey and distributing via the listserv.
Jessie Levine advised if members are not currently signed up for use of listserv, to contact her by e-mail.
