Executive Committee
September 1, 2005, Approved October 27, 2005

Executive Committee Members Present:
Kerrie Diers, Angie Vincent, Caror Ogilvie, Christa Koehler, June Hammond Rowan

Roll Call:
Chair Diers called the meeting to order at 9:45 a.m.

Minutes:
Koehler made a motion to approve the minutes of the meeting on July 28, 2005. The motion was seconded and all were in favor.

Treasurer's Report:
The Treasurer's Report was postponed until next month.

Fall 2005 Elections:
All positions on the Executive Committee expire in October. The revised bylaws state a new election process where 3 people would be elected for a 1-year term, 3 for a 2-year term, and 3 for a 3-year term.

Possible new members on the Executive Committee were discussed along with existing members that are willing to continue to serve. The following was decided as a potential ballet for the Executive Committee:

It was reported by Vincent that Sandrine Thibault will be running for NNECAPA State Director so she would also be on the Executive Committee. Stacy Doll is running for NNECAPA Professional Development Officer.

Rowan will work with the Nominating Committee (Steve Whitman & Nancy Larson) on finalizing the ballet and with the LGC on sending it out. It was noted that the ballet needs to go out about a month before the Annual Meeting on October 13.

Annual Meeting
The Annual Meeting is planned for October 13, 2005 at the Hampton Beach Police Station. This meeting would be in conjunction with a ½ day NNECAPA strategic planning session with the National Charrette Institute. Vincent will check with NNECAPA on their plans. It was suggested the NHPA could have a training session in the morning, the Annual Meeting at lunch and the NNECAPA session in the afternoon. For the morning NHPA training, a trip to the UNH Storm Water Center was suggested. Vincent will look into this.

NNECAPA Report
Vincent reported that the Fall 2006 NNECAPA Conference will be in Meredith, NH on September 14 & 15 at the Inns at Mills Falls. A committee will be working on the conference. Serving on the committee are Angie Vincent, Sandrine Thibault, Nancy Larson, and Kerrie Diers. John Edgar and June Hammond Rowan will also assist.

Vincent reported on NNECAPA awards. Several people and projects from NH were nominated, but were not the finalists. It was decided that these people were worthy of recognition at the NHPA Annual Meeting and the following awards would be made: Local Planner Award to Andre Garron, Regional Planner Award to Stacy Doll, and Consulting Planner Award to Jeff Taylor.

Rowan mentioned the new Bylaws are posted on the NHPA website. Koehler reported that there are 2 recent job postings too.

Legislative Issues
Koehler reported on the Energy Bill and provide a hand out summarizing the bill. One concern is that the DOE Regional Offices may be eliminated and this could impact the NH Office of Energy & Planning. The bill offers tax credits for hybrids and grants for towns that want to develop alternative fuel infrastructure.

Spring Conference:
Vincent will e-mail a final budget for the Spring Conference.

Next Executive Committee Meeting:
The next Executive Committee meeting will be September 22, 2005 at 9:30 am at the Local Government Center. The following meeting will be on October 27, 2005 at 9:30 with the new Executive Committee members. It was decided that all current members should attend the October 27 th meeting to assist with the transition to the new Committee.
