Inclusionary Zoning Implementation Program (IZIP).
New Hampshire Housing is launching IZIP to help municipalities create and adopt inclusionary zoning ordinances.
IZIP will provide grants and assistance of up to $10,000 to municipalities to develop and adopt inclusionary zoning ordinances. Municipalities will apply for the funding on a competitive basis, with selection criteria and determination of successful applicants being made by a team composed of staff from New Hampshire Housing as well as peer and partner organizations.
The municipal work will be conducted by professional planning consultants chosen by the municipalities from among a list of consultants who have been previously qualified and trained. The deliverables will be an ordinance ready for adoption and a campaign to educate the voters about the inclusionary zoning proposal. The education campaign may involve the assistance of a media consultant chosen by the selection team to work with municipalities.

Staff changes/additions in NH
After 20 years with the City of Dover, including 14 as the Director of Planning and Community Development, Steven Stancel retired at the end of March. He moved to Sarasota Florida to become the Redevelopment Specialist for the City. June 1st, Christopher Parker, AICP was selected to replace Steve as the Director. Chris began with the City in 1997 as an intern with the Planning Department, and has worked as a GIS Technician, and City Planner for the City prior to the promotion.
Cynthia May started working as our Planner II on July 23, 2007. Prior to joining the Town of Bedford, Cynthia was most recently working as a contract Planner with the Town of Hudson, NH where she is a resident and had previously worked as a Land Use Planner / Landscape Architect for CLD Consulting Engineers, Inc. of Manchester, NH for six years. Cynthia is a Registered Landscape Architect and holds a Masters of Landscape Architecture Degree from the University of Massachusetts.
Karen White , AICP retired as Planning Director from Town of Bedford on August 17, 2007 after 18 years of service to the town and after dedicating approximately 30 years of her life to the profession of planning. Karen and her husband plan on retiring to Florida later this year.
Regional Planning Commissions
The North Country Council welcomed two more professionals to its team this summer – Community Planner William Rose and GIS Planner June Garneau. William Rose brings to the North Country seven years of experience working with rural communities addressing issues similar to those faced by NCC member towns. Rose's position as Transportation/Land Use Planner for the Northwest Regional Planning Commission in St. Albans, Vermont gave him the opportunity to be involved with a wide variety of issues across the land use and transportation planning spectrum and beyond. A New Hampshire native, Rose is a graduate of Maine's Unity College. Rose is eager to continue his work assisting communities with solving their problems through planning.
June Garneau comes to the NCC after graduating from New Hampshire Community Technical College in Berlin with a Certification in Geographic Information Systems (GIS). The NHCTC GIS Certification program covered many aspects of Spatial Technology, from GPS and Surveying to Remote Sensing and Advanced GIS concepts. June not only achieved success at NHCTC, but also participated in the 2007 SkillsUSA National Conference, competing in the Geospatial Technology post-secondary competition. “My studies in GIS began with a K-12 Master’s Level course on GIS in Education and ended with a Gold Medal win at SkillsUSA. It has been a fabulous year.” said Garneau. June graduated from Nasson College with Bachelors Degree in History and is pursuing her Masters Degree in Heritage Studies at Plymouth State University.
